Brazil. Compensation for CO₂ emissions on international flights from 2025.

On Might 14, the board of administrators of the Brazilian Nationwide Civil Aviation Company (ANAC) unanimously authorised a decision that regulates the management and compensation of CO₂ emissions on worldwide flights.

The regulation incorporates the Worldwide Aviation CO₂ Emissions Discount and Compensation Mechanism, CORSIA, into the Brazilian authorized system.

CORSIA, which in English means Carbon Offsetting and Discount Scheme for Worldwide Aviation, is a program of the Worldwide Civil Aviation Group (ICAO) with the target of lowering and compensating CO₂ emissions from worldwide flights.

The decision defines the necessities for monitoring, reporting and verifying CO₂ emissions and for calculating the compensation obligations of air operators, with ANAC being chargeable for receiving carbon emissions knowledge from air operators.

The air operator should monitor its CO2 emissions when it emits, in a calendar yr, an quantity exceeding ten thousand tons in worldwide flight phases, utilizing fixed-wing plane with a most licensed takeoff weight above 5,700 kg.

For Phase 1 (2024-2026), it basically references carbon credits from the following 2 registrars

Other registrars – Carbon Assets Tracking System (CATS), China GHG Voluntary Emission Reduction Program, Clean Development Mechanism (CDM), Climate Action Reserve (CAR), Global Carbon Council (GCC), Gold Standard (GS), SocialCarbon (SC) e Verified Carbon Standard (VCS) – are listed as eligible, but only in the pilot phase (2021 -2023).

The new ANAC Brasil rules will come into force on January 1, 2025.
